Is a 100% recovery guaranteed?

Unfortunately, no. If a file is completely overwritten by zeros on a bad hard drive, the data simply doesn't exist anymore. However, if it's just a structural error (like a missing end-tag), we can almost always fix it.

Will the images still be there?

It depends on what part of the file was corrupted. Text streams are usually highly recoverable, but if the specific byte stream containing an image was damaged, that image might appear blank in the repaired file.
